You must release the following projects, in this order.
1. Release "parent".
2. Update the parent dependency in "petals-se-jsr181-library".
3. Release "petals-se-jsr181-library".
4. Update the parent dependency in "petals-se-jsr181".
5. Release "petals-se-jsr181".
